The Finance Department and the Office of the City Treasurer are responsible for developing and maintaining accounting and reporting systems for the City of Clinton and its Authorities and Trusts. The City accounts for governmental funds, which include General Fund, Capital Improvement Fund, Debt Service Funds, and Special Revenue Funds. The City also accounts for Enterprise Funds, such as the Public Works Authority, Solid Waste Authority, Airport Authority, Recreation Authority, and the Industrial Authority.
The Office of City Treasurer is responsible for all accounting functions, debt services, investments, asset management, budgeting, rate analysis, and purchasing. The City Treasurer is Debra Blanchard.
Also within the Finance Department are two Deputy Treasurers, Anita Fransen and Amy Jones. Anita has the responsibility of Payroll Clerk, processing payroll bi-weekly for approximately 100 Full Time Employees. Amy is the Account Payable/Purchase Order Clerk, seeing that all purchases and payments to vendors are processed in a timely manner and following proper purchasing procedures.
City Treasurer - Debra Blanchard
Debra Blanchard PhotoDebra K. Blanchard began her career with the City of Clinton in 1991 as the Deputy Treasurer and was named Treasurer January 1, 1997, after the retirement of Rex Madden, long time City Treasurer.
She is a lifetime Clinton resident, graduate of Clinton High School and Southwestern Oklahoma State University in Weatherford with a degree in Business Administration. Debra recently was awarded the Association of Public Treasurers’ of the United States and Canada Certified Public Finance Administrator Credential, as well as the Certified Public Funds Investment Manager. Her two children, Caleb and Cassidy, attend Clinton Public Schools.
